Production of guidelines for urban environmental management, and training courses and materials for municipal staff and nongovernment organizations. Identification and implementation of demonstration projects in selected cities, aimed at overcoming environmental problems. Carried out with local staff team, together with international and short-term local experts.

Technical handbooks for the organization of municipal public works in various countries, 1995.
Evaluation of the experience of German local authority technical assistance institutions (particularly the municipal associations) in developing guidelines for the administration and management of infrastructure services and facilities on municipal level. This experience is now being adapted and tested in Latin America. An important component of the project is to promote contacts and collaboration between German municipal institutions and their counterparts in Latin America.

Improvement of Urban Management for Small and Medium Sized Municipalities, Venezuela, 1995 - 1997
Implementation of the final phase of a Technical Assistance Project on strengthening of local governments in Venezuela. The emphasis was on the dissemination and institutional anchoring of instruments for urban development planning and financial management developed in earlier phases of the project. Implemented with local long-term staff and short-term expatriate experts.

Participatory Upgrading of an Informal Settlement in the District of Manshiet Nasser, Cairo /Egypt, since July 1998
Implementation of a preparatory phase for a Technical and Financial Assistance Project (GTZ and KfW in co-operation with Cairo Governorate and the District of Manshiet Nasser) to improve living conditions in an informal settlement with about 40.000 inhabitants close to the historic centre of Cairo. The emphasis of the project approach is on promoting the participation of the population in the planning and implementation of measures to improve the technical infrastructure and community facilities in the project area. Implemented with expatriate long-term staff and short-term local experts.
